Articulate 360 is a seat-licensed authoring suite that now generates content, avatar video and 80+ translations, metered by credits, and exports SCORM. Frontline turns a file or topic into a kit of short pieces shared by link. Per their plan table, Frontline does not export SCORM.

Choose Articulate when
You want to build bespoke interactions yourself in Storyline, which it does well, or you need a quick kit for one team shared by link, and neither the LMS record nor a named approval is part of the question.
Choose Re-skill when
You owe the business courses and have the documents but not the studio. A reviewer has to sign them off, they have to land in your LMS in the language your people read, and someone will eventually ask what changed.
